What's the problem? Describe what went wrong.

The UI appearance animation, that is playing when exiting the menu or after an event (for example, Camera transitions), is faulty when the power gage is filled (blue bars). It starts to flicker during that animation.

What steps will reproduce the problem?

Filling up some of the power gage. Then open the menu, closing it again. The animation plays at the top left corner.

Video Card/GPU: NVIDIA GeForece 940MX and Intel(R) HD Graphics 620

No savestates are too big to download, but you have the possibility to test this in the first seconds of the game (tutorial)

Do you know what version of the game the correct capture was from? Just want to make sure before I go and get it.

I ask this because I have the japanese version and the flickering seems to be present regardless of emulator.

It was captured from an original console.

I believe the the visual flickering occurs on console too.

The reason that the console gif provided doesn't display the issue is that's at 100% full gauge.

The gif of it happening on Dolphin is 1 bar away from full.

I think on Dolphin at 100% full gauge it also looks like console where there is no discernible flickering.

(The issue is much more visible at or below 50% where the right half of the circles horizontal blue bars are present near the beginning but the left half are not present until the end of the animation.

This is visible on both console and Dolphin as far as I can tell.)

So I think Dolphin matches Console.
