Let us know if his issue is still occurring in 3.5-1249 or later. If it does still occur, try going into the Graphics settings > Advanced and enable progressive scan and retest.

Problem is still there in 3.5-1251, enabling Progressive Scan does not fix it.

There's definitely something wrong with this game as far as fps/vps/speed goes. Progressive scan doesn't help at all.

This game has had this issue for as along as I can remember.

Games are allowed to render at higher framerates than 60 fps, they just can't display it. I guess it was running with disabled XFB? Try to enable XFB emulation to fix the fps.

What is the speed of this game? Does it match the VPS?

To fix up VPS, you could try to disable the ini option SyncOnSkipIdle (only available on current master). If the games render at variable fps, it likely syncs well itself. Else SyncGPU may help to improve performance ...

Verified to work fine with Virtual XFB/RealXFB (60/60)

Some weird defects on the video, but, we can argue about that later.
