Sonic Heroes Text has weird Underlines at varying IRs, including 1X IR in OpenGL Only

Description

Game Name: Sonic Heroes - G9SE8P

What went wrong?

At 1x IR and 3x IR (and if you set auto to window size at varying screen sizes) the text will have strange underlines between every word, likely something used to space the words for their text parser.

Notice that though 3X IR has the lines, they look different.

This bug goes all the way back to 3.5, and likely even further, meaning that it is not caused by the GLSL merge.

The Fifo-log perfectly carries over the glitch. D3D9 and D3D11 are not affected.
